The committee proposes that rule E3 is changed from "The seller
must be a club member." to:

The seller must be a club member. Provided all other rules in
section E are adhered to, non-members may exchange pre-booked
kittens only.

Rationale: This rule was originally designed to cover the sale
of kittens at shows. Now that many kittens are re-homed via
shows and are pre-booked and these are still covered by the
certification rules we think it is necessary to include them in
the rule specifically. Pre-booked kittens are exchanged as a
result of prior private arrangement and non-members can
legitimately use the MRC shows as a meeting place for this
exchange to take place.
