Hi Matt,
For time trialling in Open events, you need to be a member of a CTT
affiliated club (BCF or CTC membership won't do it - I don't think
you'll even be covered for insurance purposes, following recent changes
in the way that the BCF defines its insurance). You can join the CTT as
a "Headquarters member"

However, there's not much point, since it is much more straightforward
just to join a local club that's already affiliated - there'll be no
more to pay once you've joined. This will also allow you to race in
mid-week club 10 mile and 25 mile time trials in the area.
For BCF road races, there used to be a "Private member" club for those
that didn't have a club, or who had a point to prove(!), but I'm not
sure that anyone uses it anymore. Once again, it's more straighforward
to join a local BCF affiliated club, and then join the BCF through them.
I think if you just turn up at a road race and ask for a BCF day licence
(about 10-12 quid) then you can join as a private member if you don't
have a club, but don't quote me on that!
