NWFP Provincial government should take serious steps for the improvement of education:

 

Educational problems are increasing day by day and the public sector education quality is decreasing after the passage of time. After the announcement by the government to provide free text books to the government schools, from the last 4 years the condition of the education has more worsened. It can be better judged that there is no single example of a union council in whole province, where the complete sets of books are provided to all the students in that particular union council. Thousand of the vacant posts of teachers has resulted in closure of schools and the department failed to reopen them temporarily, thousands posts laying vacant on primary, middle, high and higher secondary level. Hundreds of schools are running without any principal or head teacher. On one hand there is free hand to the private sector education, while on other hand the public sector education is ignored.

 

One third of students currently studying in government schools have no books, and the sets provided are incomplete. No single set of the text book is available in market so that the parents could purchase it for their children. Hundreds of Non Governmental Organizations (NGOs) who are trying hard to educate the children specially the girls in the remote and fare flung areas of the province are not yet provided free books after the decision of the government last year. They are rolling between the Provision of Free Text Book Project (PFTB) and NWFP Text Book Board.

 

The rapidly changing policies of the department have increased frustration of the poor parents. The recent example of changing the uniform is an additional burden on parents in these hard days. The parents of more than 2.4 million boys’ students in different levels of the school would bear more than 11 billion rupees to purchase new uniform. This amount is almost triple of the budget allocated for the free books by the government. The other decision is to change the session and conduct the examination in March next year. Especially in those parts of the province, where the winter vacations for 2 and half months are given, the study there would be mostly suffered in such situation where the books distribution is still awaiting.

 

One can easily imagine the destruction in education, in the 2005 earthquake about 8000 schools demolished in which the low quality construction was also a factor killing about 16000 died and thousand of children injured and handicapped. The quake has completed 3 years, but the slow pace of work will take decades to reconstruct the schools. In tribal areas and district Swat hundreds of the schools are set to fire and blasted, due to which thousands of students mostly girls are forced to keep themselves away from education. The negative propaganda against the girl’s education has also helped the girls to dropout from schools and remains in homes. Some 15 thousand girls in the rural areas discontinued their education, when government stopped funds for the 204 Community Primary Schools run by government last year. And most recently the closure of NCHD, about two thousand of feeder schools are closed resulting hundreds thousand students future to darkness. The government did not provide any alternate plan to keep the children in schools. In Kurram Agency the schools are closed since last one year due to sectarian fighting and in Waziristan and Bajour the schools are closed due to security forces operation. These current trends are portraying very bad situation. As per government recent figures there are total 7.2 million children of school going age (5-14 years) in which 2.8 million children are out of school in the province, in which 1.8 million are girls.

 

 

The political leadership of the province should sense the situation and adopt the friendly policies, other wise, we would never be able to educate our nation. The targets of the Education for All (EFA), the government plan to 100% enrollment by 2010 or the Millennium Development Goals (MDGs) in which we have missed out some targets already and still lagging behind, all these goals will only remain dreams and false promises with our nation and international community.

The 60th anniversary of the Universal Declaration of Human Rights is a historic moment, recognizing the past six decades of work to secure the conventions and treaties that make up the human rights framework. The principles of the declaration also gave legitimacy to activists around the world who were calling for the realization of universal human rights.

On December 10, 2007, a civil society campaign was launched to celebrate the upcoming 60th anniversary of the Universal Declaration of Human Rights (UDHR). This project is pioneered by a group of notable activists known as "The Elders" and seeks to reclaim the principles in the UDHR through the message that Every Human Has Rights. The Center for Women's Global Leadership (CWGL) is proud to be a partner in this UDHR60 NGO campaign, which comes at a time when the legitimacy of both women's rights and human rights are being challenged in too many settings.  

Human rights cannot be universal without human rights for women.  The UDHR60 campaign offers an opportunity to advocate for women's rights and the quest to end gender inequality, and to create a world free from violence, discrimination and injustice. These are critical to building a just, peaceful and sustainable world where human rights for all are respected.  Over the past 60 years, women have created groundbreaking global and local efforts to challenge gender inequality and feminist approaches to human rights are being developed and used around the world.  Women's advocacy has brought about pioneering change in areas such as education, health, law, and political participation – and, in interpretations of the human rights framework itself.  The global frameworks for realizing women's rights have been spelled out in the Women's Convention (CEDAW), and in documents from other UN processes, such as the Vienna Human Rights Declaration, the Cairo Programme of Action, theBeijing Platform for Action, the Millennium Development Goals, and the World Summit.  Women have successfully demanded state political will to create meaningful change, but the implementation and resources to fulfill these promises are still lacking. 

CWGL's focus in this UDHR60 campaign is not exhaustive, but what we will do is build on, celebrate and honor this global momentum, particularly in areas most closely related to our work on women's human rights. In addition, we will dedicate the 16 Days of Activism Against Gender Violence Campaign 2008 to celebrate the 60th anniversary of the UDHR and to make demands to advance women's human rights.  CWGL's primary areas of focus will be:

  • Support Women Human Rights Defenders
  • End Violence Against Women
  • Strengthen Gender Equality Structures in the UN
  • Expand Financing for Gender Equality

Recognizing that the 16 Days of Activism Against Gender Violence Campaign provides an opportunity to bring global activism around women's rights to the forefront of the celebration of UDHR60 on December 10 2008, we invite all to join in celebrating the anniversary of the Declaration and honoring decades of landmark women's rights advocacy. We encourage groups to focus their plans for the 16 Days of Activism Against Gender Violence Campaign 2008 on activities that address the many human rights challenges facing women around the globe and to celebrate the leadership of women in defending human rights.

The Pakistani government must expose the US game plans.

 

It is an established fact that violence begets violence; if the American led NATO forces intensify the attacks inside the Pakistani area would definitely cause increased extremism and terrorism. The current signs of the attacks on Karachi and Islamabad by American leadership and the presence of the Taliban in Karachi as stated by MQM leader Altaf Hussain would push Pakistan into a disintegration and civil war like situation.  

 

This was stated by Comrade Imdad Qazi in a press statement. Comrade further told that imperialist US can¢t be permitted at any cost to do such acts against Pakistan. These acts are also very dangerous for the democracy here which is in the infancy stage yet. The current uncertainty in the country and intolerance are the results of the these American plans. Comrade Qazi suggested to the government to expose these American games publicly and inform the people of Pakistan on the exact situation. Similarly all democratic forces should also initiate agitation against these plans and attacks otherwise it is leading to a dangerous situation.

Communist Party of Pakistan statement of destroying Girls schools in NWFP.

The bombing and burning of the girls schools in NWFP is an act of violence against humanity. The targeted schools of girls are more than 160 schools in the Districts of Swat, Bajour, Mohmand, Dir Upper, Dir Lower and other parts of FATA and NWFP. It is a plan to keeping the female population in darkness and deprived. The female literacy rate is very low in these parts of the country and it was needed to establish more (almost double the numbers) the school there for boys and girls and educate the young population of the nation. The female literacy rate is about 22-24% in Swat, 2-3% in Bajour, 10-12% in Dir Lower and 8-10% in Dir upper.  But unfortunately the education institution and specially the girls schools from primary to higher secondary level are being targeted by the militants and thousands of girls remained in homes due to the security fears and destroying the schools. About one in four schools in Swat are destroyed by the militants. In some area the small girls of primary schools are forced to wear burqa (vail). Recently the Girls High School at Ganori Village is blasted in Dir Upper. The only Girls High school in Wari Tehsil (Subdivision ) of Dir Upper is burnt and all the girls are now forced by government to get the school leaving certificates.

Communist Party of Pakistan condemns these acts of militants to keep away the girls from education and forcing them into the age of darkness. Communist Party of Pakistan calls upon all the parents, teachers, political and rights activists to protect the schools as some of the brilliant parents did in Swat and Dir. CPP demands from the governmnet to provide security to the schools, students and teachers. The reconstruction of the destroyed schools should be the first priority of the Government and special programme on the reconstruction should be initiated.

Communist Party of Pakistan statement on India’s fresh incidents.

 

After building the relationship of Indian bourgeoisie's with imperialism and agreeing on Indo- US nuclear deal, congress government is extremely under pressure. As a result the position of Indian left is strengthened due to anti imperialist slogan and grounds. Hence the world imperialism plotted a scam web. BJP in these circumstances has become an important mean for the imperialist. The disturbing of peace in Kashmir, acting against the Christians in Orissa and other places, and damaging the secular democratic shape of politics by boosting the communalism. Delhi bomb explosions are also the series of this plan.   

 

In the upcoming elections, the imperialist allies Congress and BJP were foreseeing clear defeat and the communist lead left and democratic forces were having chances of overwhelming victory, and as result India would adopt the path leads to national sovereignty and independence.        

 

All the current Indian situation and events are part of the game plan to give success to the imperialist’s puppets. Communist Party of Pakistan condemns these series of conspiracies, also condemns the killings in these incidences and condoles with their families.  The Communist Party of Pakistan is already faced with such conspiracies. We think that our comrades in India would foil these conspiracies, and would be succeeded in the next election by defeating the communal and t allied forces of imperialist.

Communist Party of Pakistan on expelling US ambassadors from Bolivia and Venezuela.

 

US imperialism is passing though a crises and imperialist system has started a move of terrorism by supporting separatist movements. It also boosts the so called extremism by creating separatist movements and searching for the reasons to fight in different regions of the world. In the Latin-American region, after seeing the revolutionary inclination and popularity, imperialist US America  has become aggressive. They also tried to use Columbia against Venezuela and similarly it supports the anti revolutionary forces in Bolivia. The US ambassador is involved in all these plots; Communist Party of Pakistan condemns it.

 

Communist Party of Pakistan supports the act of expelling the ambassadors from Bolivia and Venezuela. US is also doing the same acts in the different boarder areas of Pakistan, the elected government of Pakistan should take bold decisions like taken by Bolivian and Venezuelan governments, such decisions are very much necessary.

 

Communist Party of Pakistan appeals to all progressive forces to accelerate the political campaign against Imperialist America.

Venezuelan President Hugo Chavez is expelling the US envoy to Caracas, amid an escalating regional diplomatic row.

Mr Chavez said US ambassador Patrick Duddy had 72 hours to leave, adding the move was in solidarity with Bolivia.

It came just hours after Washington ordered out the Bolivian ambassador, in response to its own envoy being told to leave Bolivia.

Bolivia accuses the US envoy of inciting growing violent protests against President Evo Morales.

At least eight people were killed and some 20 injured in clashes between pro- and anti-government groups in Bolivia on Thursday.

Bolivia has seen large numbers of protests in recent weeks by opponents of Mr Morales's economic and social policies.

'Go to hell'

President Chavez used coarse language to describe his feelings about Washington as he ordered the expulsion of US envoy Patrick Duddy.

"The Yankee ambassador to Caracas has 72 hours to leave Venezuela, in solidarity with Bolivia, with the Bolivian people, and with the Bolivian government," Mr Chavez said.

"Go to hell 100 times," he said.

Mr Chavez also announced that he was recalling his envoy from Washington.

Earlier, the US state department declared that the Bolivian ambassador in Washington, Gustavo Guzman, was "persona non grata".

State department spokesman Sean McCormack said the decision was taken "in response to unwarranted actions, and in accordance with the Vienna Convention [on diplomatic protocol]".

He referred to Wednesday's move by Bolivia to expel US Ambassador Philip Goldberg.

President Morales accused Mr Goldberg of "conspiring against democracy" and encouraging the break-up of Bolivia, but Mr McCormack said the expulsion was a "grave error", describing the accusations as "baseless".

Military protection

The eight deaths in Bolivia's remote northern jungle region of Pando happened as pro- and anti-government protesters fought each other with clubs, machetes and firearms, officials said.

Seven of the victims were farmers killed by opposition activists, reports say.

A government spokesman described the killings as a massacre.

Protesters have also been blocking roads and occupying buildings in eastern regions, which are home to Bolivia's important natural gas reserves.

Opposition groups want greater autonomy as well as more control over revenues of natural gas in their areas.

They object to Mr Morales's plans to give more power to the country's indigenous and poor communities, by carrying out land reform and redistributing gas revenues.

On Monday, the government announced it was sending the military to protect gas fields and infrastructure from demonstrators and guarantee exports to neighbouring countries.

On Wednesday, officials said saboteurs had caused a blast on a pipeline, forcing them to cut natural gas exports to neighbouring Brazil by 10%.

The Brazilian foreign ministry said in a statement that the government was taking the necessary measures to guarantee gas supplies in the country.

The statement also expressed Brazil's "grave concern" at the events in Bolivia, and deplored the outbreak of violence and attacks on state institutions and public order.

But this war contradicts interests of people of Caucasus, interests not only Georgian, but also the Russian people, become by a change in game of “mighties of this world”. This war has once again shown the original attitude of a mode to the Russian army which have become by the hostage of politicians, sent recent, not trained as follows recruits on massacre and not managed to equip army with the modern weapon which for a long time is sold abroad.

 

Today as V.I.Lenina’s told in the beginning of the last century the words are very actual: « Hundred thousand hired slaves to the capital go on massacre for the sake of interests of the several crowned robbers, for the sake of profits of bourgeoisie. Wars with all of them disasters are generated with capitalism, aggravates struggle between the nations and transforms slaves to the capital into gun meat ».

 

The all-Union Communist party (bolsheviks), in the name of vital interests of all workers of weights, lifts the resolute protest against crimes of authority. We hold up to shame all guilty in ðàçâÿçûâàíèè this bloody massacre. We resolutely condemn the untied chauvinistic campaign. 16 US troops commit suicide in Iraq

Sixteen US troops from the a unit of the Airborne Division have committed suicide inside a military base in Iraq, security sources say.

Iraqi security sources have revealed that 21 US troops had committed suicide inside a former Iraqi air force base 27 days ago, Fars News Agency reported on Monday.

According to the sources, the 21 troops were treated in a hospital but only five soldiers have survived and they are in a critical condition. Security officials said they used potent narcotics to kill themselves.

The troops' motivations for suicide are not known but according to Iraqi sources the servicemen belonged to a unit of the US Airborne Division that was behind the massacre of several Iraqi families-- mostly women and children-- in northern Baghdad, said Ali al-Baghdadi an Iraqi security official.

The suicides took place in the soldiers' dormitory after the dinner time.
"The bodies of the US troops became misshapen such a way that they looked like 5000-year mummies," said a witness.

According to Iraqi officials' estimates, some 600 US troops, including senior officers, have committed suicide in Iraq since the invasion of the country in 2003. Half of the suicide attempts have been successful.

Political Situation of Pakistan

    Pakistan has entered into a democratic period after passing through a long interval of military dictatorship. After 1977 president house has remained occupied, directly or indirectly, by representatives of Civil or Military Bureaucracy even when a government setup was civilian apparently. Now it can be hoped, after Mr. Asif Ali Zardari's election as president of Pakistan, that the president house will not work as center of conspiracies and intrigues. Now, when the two offices of prime minister and president have been filled with elected representatives of people, it is their responsibility to keep the conspiring elements of civil military bureaucracy at a distance. They should accept the mandate given to democratic forces at different levels. They have to avoid the past undemocratic attitude of destabilizing the elected provincial governments. An elected civilian setup has emerged after a very protracted people's struggle and the gains of this struggle have to be protected by all means. It is the joint responsibility of ruling coalition, parliamentary democratic forces, democratic forces outside parliament and Pakistani people to consolidate the hard earned democracy.

    The newly elected government has to address certain problems faced by people on priority basis. Spiral of price hike, unemployment, poverty, decreasing purchasing power of middle class, menace of terrorism and scarcity of fundamental requirements of life have forced the common man to live a sub-human life. Masses expect an improvement in shortest possible time. Government will also have to take suitable long-term steps to give correct direction to internal and external policies. Restoration of original constitution of 1973, giving maximum autonomy to provinces, fighting militancy by administrative and political steps, making judiciary completely independent, decreasing dependence on International Monetary Institutions to minimum possible level, guarantying minimum wages to industrial and farms workers and necessary legislation for protecting their rights, restarting closed industrial units, giving equal rights to different religious communities and weaker segments of the society, making education free up to intermediate level and decreasing the cost of higher education, restoring confidence of people having separatist tendencies due to denial of their due rights for prolong period, implementing agricultural reforms announced during past periods, changing the privatization policy so as to keep services and profitable industry in public sector and immediate discontinuation of the blind process of selling the national assets, and stopping the policy of subservience to United States of America are some of the prerequisites for progress and prosperity of the country.

      Since the establishment of real democratic order and its consolidation is the common responsibility of all democratic forces, it is the duty of democratic forces outside parliament and specially those of left to try to transform the elected civilian government into real democratic one. To organize joint activities on the basis of a minimum program will be a good start in that direction. Organizing peasant, labour and democratic conferences will help in protecting the seedling of democracy from anti-democratic forces, specially military establishment and their allies i.e.  International Monetary Institutions and International Imperialism. Government should also avoid trying to silence the voice of dissent. It should encourage positive criticism and should help grow democratic and left forces. If the creation of hurdles for political movements by intelligence agencies and their assistance to negative forces is not stopped, it may result, with the active involvement of America, in a very dangerous polarization of political forces in near future. We may, thus, witness emergence of two distinct camps comprising all fundamentalist and anti-democratic forces having Jihadi culture and right of center political parties on one side and all pro America so called liberal forces and ruling coalition on the other side. The two diagonally opposed forces may create anarchy in the name of fighting America or defeating fundamentalism. In this situation military generals may be tempted to takeover the reins of government in their hands and this may also effect the country's geography.

As you know, International Literacy Day  is coming up on 8 September. Celebrated annually within the framework of the United Nations Literacy Decade (2003-2012), International Literacy Day is an opportunity to remind the international community of the status of literacy and adult learning globally. This year, International Literacy Day will focus on the vital relationship between Literacy and Health, which is also the thematic emphasis of the 2007-2008 biennium of the United Nations Literacy Decade (UNLD). This year’s slogan is “Literacy is the best remedy”.

 

International Literacy Day 2008 is therefore an excellent opportunity to sensitize policymakers and a wider public to the significance of literacy for healthy societies, with a strong emphasis on the prevention of epidemics and communicable diseases such as HIV, tuberculosis and malaria. In this context, we would like to encourage you to organize specific activities to mark this occasion, in cooperation with all concerned EFA partners, and to bring the issues to the attention of the media in your countries. UNESCO Headquarters in Paris will be organizing a round table on literacy and health on 8 September, with influential speakers from UNAIDS and other constituencies.

 

In order to facilitate your participation in this common initiative, you will find attached the banners and posters (in English, French and Spanish) produced by UNESCO. On our website (www.unesco.org/education/en/literacy/day) you will also find information on Literacy Prizes awarding projects in Ethiopia, Zambia, South Africa and Brazil. Comme vous le savez, la Journée internationale de l’alphabétisation se tiendra le 8 septembre prochain. Célébrée chaque année dans le cadre de la Décennie des Nations Unies pour l’alphabétisation (2003-2012), la Journée internationale de l’alphabétisation est l’opportunité de rappeler à la communauté internationale le statut de l’alphabétisation et de l’éducation des adultes dans le monde. Cette année, la Journée internationale de l’alphabétisation se concentrera sur la relation vitale entre Alphabétisation et Santé, qui est également la priorité de l’exercice biennal 2007-2008 de la Décennie des Nations Unies pour l’alphabétisation (DNUA). Le slogan de cette année est: «L’alphabétisation est le meilleur remède ».

 

La Journée internationale de l’alphabétisation est ainsi une excellente opportunité pour sensibiliser les responsables politiques et l’opinion publique sur l’importance de l’alphabétisation pour des sociétés saines, l’accent étant mis plus particulièrement sur les épidémies et les maladies transmissibles telles que le VIH, la tuberculose et le paludisme. Ainsi, nous souhaiterions vous encourager à organiser vos propres activités pour célébrer cet événement, en coopération avec tous les partenaires de l’EPT concernés, et à attirer l’attention des médias sur ces questions dans votre pays.

You may be aware that due to non availability of funds education department has closed 204 Girls Community Primary Schools in the province. The salary of the schools teachers is not paid since December 2006.

 

The EDOs Dir Upper and Dir Lower have terminated the teachers and closed the schools. They issued the termination orders in back dates i.e. May 2007.

 

PCE has organized a seminar in which affected students, teachers and community will participate. You are invited to show solidarity with them, at Peshawar Press Club, on 8th September 2007. You will be aware of the closure of the 204 government community primary schools in NWFP by the government due to the non availability of funds. About 14000 girls students are affected of this action. These schools were established by the government in 2003-04, which are closed recently by issuing the termination orders. The salaries are not yet paid from December 2006.
 
Pakistan Coalition for Education (PCE) along with other partners like HRCP and Gandhara are facilitating the Girls Students, Teachers and Community Members do a press conference on the occasion of International Literacy Day (8 September) at Peshawar Press Club. The Students, teachers and community members will demonstrate in front of Press club.

NGO driver kidnapped

KARAK: Three unidentified armed persons kidnapped a female official of Khwendo Koor (KK), a Peshawar-based non-governmental organisation along with the driver and vehicle here on Tuesday.

However, she was later released in Bannu while the driver and the vehicle were taken away.

A double cabin pickup was on its way to Karak from Sarat Khel, carrying female field worker Umme Kalsoom and driver Abdus Samad. At Kothakilla, three armed persons intercepted the vehicle. They snatched the vehicle and sat the driver in the back seat. One of the accused drove the vehicle and on reaching Bannu released the lady with the message that the organisation should arrange an amount for the release of the driver and the recovery of the vehicle.

When contacted, KK Regional Manager Naeemur Rasheed Khattak said they were unable to pinpoint anyone in this regard. He said the culprits could be members of a professional kidnapper group. “We are waiting for demands of the kidnappers for the release of the driver and recovery of the vehicle,” he added.

پاکستان میں انتخابی عمل کی نگرانی کرنے والی پینتیس غیرسرکاری تنظیموں نے کہا ہے کہ ملک میں آئندہ عام انتخابات کے لیے جس طریقے سے ووٹر فہرستیں تیار کی جارہی ہیں اس سے سوا دو کروڑ سے زیادہ افراد حق رائے دہی سےمحروم ہو جائیں گے۔

چاروں صوبوں میں کام کرنے والی پینتیس مختلف غیرسرکاری تنظیموں (این جی اوز) نے فری اینڈ فیئر الیکشن نیٹ ورک (فافین) کے نام سے ایک مشترکہ تنظیم بنائی ہے جس کا مقصد منصفانہ انتخابات کے لیے شہریوں کی مدد سے انتخابی عمل کی نگرانی کرنا ہے۔

جمعہ کو لاہور میں غیرسرکاری تنظیم فافین کے اجلاس کے بعد اس کے سیکرٹری جنرل سرور باری نے کہا کہ سرکاری اعداد و شمار کے مطابق ملک میں تقریبًا سوا دو کروڑ افراد کے پاس شناختی کارڈ نہیں ہے جس سے ان کا نام ووٹر لسٹوں میں درج نہیں کیا جا رہا۔

ان کا کہنا تھا کہ الیکشن کمیشن نے ووٹر فہرستوں میں نام کے اندراج کے لیے کمپیوٹرائزڈ شناختی کارڈ پیش کرنا لازمی شرط بنا دیا ہے۔

فافین کے سیکرٹری جنرل نے کہا کہ الیکشن کمیشن نئے سرے سے ووٹر فہرستیں بنا رہا ہے جو توقع ہے کہ اگلے چند ماہ میں عوام کے سامنے پیش کر دی جائیں گی۔

انہوں نے یہ بھی کہا کہ ملک کے مختلف علاقوں سے یہ اطلاعات موصول ہورہی ہیں کہ الیکشن کمیشن نے ووٹروں کے اندراج کے لیے جو فارم تقسیم کیے تھے ان میں سے پچیس فیصد سے زیادہ فارم اسے واپس نہیں مل سکے۔ یوں لوگوں کی ایک بڑی تعداد اس وجہ سے بھی ووٹر کے طور پر درج نہیں ہوسکے گی۔

انہوں نے کہا کہ حزب اختلاف کے بہت سے سیاسی رہنماؤں نے شکایت کی ہے کہ ان کے حلقوں میں ووٹروں کے نام فہرستوں سے خارج کیے جا رہے ہیں۔

انہوں نے کہا کہ غیرسرکاری تنظیموں کا موقف تھا کہ الیکشن کمیشن ووٹر فہرستیں بنانے کے لیے نئے سرے سے اعداد و شمار اکٹھا کرنے کے بجائے شناختی کارڈ بنانے والے قومی ادارہ نادرا کے اعداد و شمار کی بنیاد پر ووٹر فہرستیں بناتا تو زیادہ تعداد میں ووٹروں کا اندراج ہوسکتا تھا۔

غیرسرکاری تنظیموں نے یہ مطالبہ بھی کیا کہ بھارت کی طرح پاکستان میں بھی الیکشن کمیشن ووٹر لسٹوں کو انٹرنیٹ پر فراہم کرے تاکہ لوگ انہیں جب چاہیں دیکھ سکیں اور ان تک رسائی حاصل کرسکیں

فافین کے سیکرٹری جنرل کا کہنا تھا کہ الیکشن کمیشن ملک میں اگلے عام انتخابات منصفانہ کرانے کے لیے تمام انتخابی حلقوں کے پولنگ سٹیشنوں کی سکیم کو بھی الیکشن سے ایک مہینہ پہلے حتمی شکل دے اور انہیں انٹرنیٹ پر فراہم کرے کیونکہ گزشتہ عام انتخابات میں ایک دن پہلے تک پولنگ سٹیشن تبدیل کیے جاتے رہے جس سے دھاندلی کا تاثر پیدا ہوا۔

انہوں نے کہا کہ بھارت اور پاکستان میں الیکشن کمیشن کے اختیارات لگ بھگ ایک ہی جیسے ہیں لیکن پاکستان میں الیکشن کمیشن ان اختیارات کو استعمال نہیں کرتا۔

انہوں نے مطالبہ کیا کہ الیکشن کمیشن آف پاکستان اپنی ساکھ قائم کرنے کے لیے عملی اقدامات کرے اور اپنے اختیارات استعمال کرے۔

پینتیس غیرسرکاری تنظیموں کے نیٹ ورک (فافین) کا موقف تھا کہ صدر جنرل پرویز مشرف نے حکمران جماعت مسلم لیگ اور روشن خیال اور اعتدال پسند افراد کے حق میں مسلسل مہم چلا کر یہ تاثر پیدا کردیا ہے کہ اگلے عام انتخابات میں ریاستی مشینری غیرجانبدار نہیں ہوگی۔

غیرسرکاری تنظیموں نے مطالبہ کیا کہ الیکشن کمیشن صدر مشرف کے بیانات کا نوٹس لیتے ہوئے ان کے خلاف قانون کے مطابق کارروائی کرے۔

پاکستان میں اکتوبر سنہ دو ہزار دو کے عام انتخابات کے نتیجہ میں جنم لینے والی موجودہ پارلیمنٹ کی مدت اکتوبر سنہ دو ہزار سات میں ختم ہوجائے گی۔ اس سال کے آخر یا اگلے سال کے شروع میں عام انتخابات کا انعقاد متوقع ہے۔

ISLAMABAD: Out of the 771 million total adult illiterate population, 60 percent are in Asian countries and Pakistan has 6.2 percent of the total world illiterates, says the 2006 EFA global monitoring report.

The report “Literacy for life” was launched on Thursday by UNESCO. According to the report, 48.7 percent of Pakistan’s population that falls between the age group of 15 plus was literate, including 61.7 percent men and 35.2 percent women. In the adult literacy rate list of South and West Asian countries, Pakistan stands third last followed by Nepal at second last with 48.6 percent and Bangladesh at last with 41.1 percent adult literacy rate.

In the list of seven South and West Asian countries, Maldives is at the top of adult literacy that is 96.3 pc, including 96.2 percent men and 96.4 percent women. The report shows that 90.4 percent Sri Lankan adults were literate, including 92.2 percent men and 88.6 percent women.

Iran and India come at number three and four with 77 and 61 percent adult literacy rates respectively.

The UNESCO’s data shows that the number of illiterates and their percentage is increasing in Pakistan. According to census reports of Pakistan, 18.64 million people of were illiterate in 1951. In 1961, the number increased to 22.08 million, in 1972 it was 33.59 million, in 1981 it was 42.69 and in 1998 it increased to 50.38 million.

Likewise, the percentage of GDP spending on education continued to decline. It was 2.62 percent in 1996-97, 2.34 percent in 1997-98, 2.40 percent in 1998-99, 1.7 percent in 1999-00, 1.6 percent in 2000-01, 1.9 percent in 2001-02, 1.7 percent in 2002-03, 2.1 percent in 2003-04, 2.2 percent in 2004-05 and 2.1 percent in 2005-06, the UNESCO figures said quoting the census of Pakistan.

The report said that literacy was a right denied to over 50 million people in Pakistan and had been neglected in the policy agenda of the country.

The UN officials, in their presentations, reminded Pakistan of its commitment under national education policy 1998-2010 according to which literacy rate would be increased to 86 percent and 78 million people would be made literate by establishing 82,000 non-formal basic education schools and creating literacy corps comprising students and teachers. They recommended that the political leadership should lead the literacy movement and educational budget should be raised to four percent of the GDP.

According to the report, out of the 771 million adult illiterates, India had the highest share of 34.6 percent, China 11.3 percent, Pakistan 6.2 percent, Bangladesh 6.8 percent, Nigeria three percent, Ethiopia three percent, Egypt two percent, Indonesia 2.4 percent and Brazil two percent.

The report said that more than 380 million adults in South and West Asia lacked basic learning tools to take informed decisions and fully participate in the development of their societies. It said that on average, less than 60 percent of the total adult population in South and West Asia could read and write with any understanding, which is one of the lowest literacy rates in the world. The levels are even lower than 50 percent in Bangladesh and Pakistan. It says that regional literacy rate had increased to 11 percent since 1990, but still these countries found it difficult to reach the EFA adult literacy target of reducing levels of illiteracy by 50 percent by 2015 due to their current low literacy rates.

It says women constituted majority of the region’s adult illiterates with only 66 literate women for every 100 literate men. Indeed, most of the countries show substantial gender disparities in literacy, with the gender parity index (GPI) well below the regional average in Bangladesh 0.62, Nepal 0.56 and Pakistan 0.57 which are also the countries with lowest literacy rates, the report says.

It further says that in the countries where overall literacy rate is comparatively low, urban/rural disparities are also large. Pakistan is a typical example with 44 percent rural and 72 percent urban populations that are literate.

It said that the region as a whole had recently registered a sharp increase in primary enrolments but the goal of universal primary education remains a distant one as more than 30 million primary school age children were not enrolled, 58 percent of whom are girls. The net enrolment ratio varies from 59 percent in Pakistan to 92 percent in Maldives.

The report proposed a three-pronged strategy to enhance literacy that included universal quality basic education for girls and boys, scaling up youth and adult literacy programmes and development of environments conducive to the meaningful use of literacy. Anisa Zeb Tahirkheli, the minister of state for education, pledged that the EFA goals would soon be achieved. “We still have one decade left. The government is fully gearing up. We will go through the report. You will see significant change in these figures in the years to come,” she said.

ISLAMABAD, Nov 30: Experiencing a rise in its illiterate population, Pakistan ranks second among the countries of the world with highest number of out-of-school children.

These shocking revelations about Pakistan, which spends a little over 2 per cent of its GDP on education, were made in Unesco’s Education For All Global Monitoring Report 2007 launched here on Thursday.

However, Minister of State for Education Anisa Zeb Tahirkhaili, who was the chief guest at the launch ceremony, said she was hopeful about the situation despite Unesco’s scepticism.

Talking to Dawn, the minister said the government had taken the issue of out-of-school kids as a challenge.

According to the report, Nigeria with some 8 million out-of-school kids stands first in the hall of shame, whereas India follows Pakistan at the third spot with 4.5 million such kids. Ranked fourth, Ethopia fares better than nuclear powers Pakistan and India.

To make matters worse, the net enrolment ratio (NER) in Pakistan is less than 80 per cent as compared to other developing countries where enrolment ratios jumped to over 85 per cent by 2004, says the report, adding that NERs increased significantly in South and West Asia from 77 per cent to 86 per cent, with the exception of Pakistan and Nepal.

It says that of the 6.5 million out-of-school kids, 80 per cent were never enrolled, 10 per cent dropped out, while the remaining could get to school at some later stage.

The grave situation can be a direct fallout of poverty as some 65.6 per cent of the population lives on less than $2 a day, it says.

According to the report, a study of primary school attainment in rural areas of Punjab and NWFP concluded that economic constraints on households are a key factor in explaining the out-of-school phenomenon. The sudden loss of remittances from a household member or the birth of an extra sibling both significantly increase the likelihood. The population growth rate in 1.8-2 per cent.

The study linked this issue to another unfortunate reality: the high incidence of stunting. Approximately 37 per cent of the children of less than 5 years of age suffer from stunting in the country. Under-nutrition has a negative impact on school participation and achievement. Studies in Pakistan and other countries showed that stunted children were less likely to enrol in school, and more likely to enrol later and to drop out.

Poverty explains part of this correlation.

The disability incidence rate among children in the country is also towards the higher side. Almost 15 per cent suffer from impairments such as seizures, cognitive, motor, vision or hearing disabilities.

Javed Hassan Ali, chief of policy review team of the education ministry, put a question mark on the government’s initiatives for enhancement of literacy rates and enrolment ratios, saying: “All that has so far been done can bring numerical results, but qualitatively little has been done.”

He said the average period spent in school was 3.8 years for boys and 1.3 years for girls.

Mr Ali said increase in financial resources alone would not do the trick, capacity would also have to be increased.

 DARRA ADAM KHEL, 20 December (IRIN) - It is not uncommon to hear the sound of gunfire in the small town of Darra Adam Khel, 42 miles south of Peshawar, the provincial capital of Pakistan's rugged North West Frontier Province (NWFP).

In fact, a deafening volley sounds out every few minutes in the town's dusty main bazaars, as traders or buyers test out the weapons on sale at the many shops lined along the market.

Darra Adam Khel, for over a century, has been the centre of locally manufactured arms and replicas of almost every conceivable weapon, from pistols and hand grenades to automatic machine guns, carved out with astonishing skill at the small iron forges visible everywhere.

It is estimated that at least 10,000 people from among the population of around 80,000 earn their living from the weapons trade – which flourishes despite government bans on displaying weapons in public.

"Our grandfathers and great grandfathers made swords and sabers. We make guns," explained Azam Khan, 40, a trader, as he carefully tested the weight and balance of a newly turned out Kalashnikov gun.

But recently, the weapons of Darra Adam Khel, located in a tribal area where the writ of Pakistan's government is limited, have been turned inwards. The targets have been schools for girls, and today many girls in the area no longer go to school.

"We want her to be educated. It is important these days, but we are too scared to send her," says Azmat Khan, as his daughter, Faria, aged nine, helps her mother knead dough for rotis (bread). She has not been to school for two weeks.

"It is too dangerous now, and my friends and I are scared," Faria told IRIN.

Over the past two months, at least two schools in the area have been bombed. They include the Government Girls' High School at Akharwal in Darra Adam Khel, which suffered damage after a bomb attack at the end of November and the under-construction Girls' Degree College Sheraki, whose boundary wall was damaged in another bomb attack.

"There have also been notices affixed on the gates of schools, asking people to stay away. The situation is very bad," a spokesperson for the Human Rights Commission of Pakistan (HRCP) said at the organisation's Peshawar office.

Parents of pupils, teachers, school heads and bus drivers bringing pupils to schools have also been threatened and warned to stay away. In other cases, militant extremists have made phone calls to schools, ordering that girl students wear the 'burqa' (a full veil covering the body from head to foot).

The targeting of schools for girls is not limited to Darra Adam Khel. In November, am aerial attack carried out by the Pakistani military in Bajaur Agency, killed at least 80 pupils at a seminary school. The attack has led to a marked rise in extremist sympathies in the area, with the bombing widely condemned.

Recently, pamphlets circulated in Bajaur have warned parents to keep girls away from school and ordered schools to ensure children are dressed in shalwar kameez rather than 'western' clothes including trousers and shirts.

The problem is a part of growing 'Talibanisation' across the province, spurred on by the situation in Afghanistan. There have been various reports of attacks on music or video shops, threats to barbers not to shave men and warnings to female health workers and teachers to leave specific areas across many parts of NWFP.

"We are too scared to go back to our schools, even though we worry about the students who will suffer because there are no classes to go to," said Surriya Bibi, 50, who till recently taught at a private school in the Darra Adam Khel area.

There have been accusations that the coalition of religious parties running NWFP's provincial government - the Muttahida Majlis-e-Amal (MMA) - has done too little to combat the problem. For its part, the MMA has consistently stated it does not oppose education for girls and is in fact eager to encourage it.

But the impact of the latest attacks has been extremely negative, with no official attempt to provide security to women or girls who want to go to school. This can only augur ill in a part of the world where the literacy rate for women stands at around 10 percent on average; in many rural areas of NWFP it is even lower because of a lack of sufficient schools, traditional reluctance to educate girls and orthodox hostilities to allowing schools to operate.

Senate body concerned over state of education

ISLAMABAD: The Senate Standing Committee on Education, Science and Technology voiced serious concerns over more than 12,000 ghost schools in the country and lack of basic facilities at thousands of educational institutions across Pakistan.

The committee, which met here on Thursday with Rozina Alam Khan in the chair, underlined the need for immediate steps to improve the situation in the education sector.

Federal Education Minister Lt Gen (r) Javed Ashraf Qazi told the committee that there were more than 12,000 schools in the country, which were not working - more than half of them in Sindh. Around 31 percent of the students enrolled in grade-I leave school without completing primary education, which is one of the highest dropout rates in the world.

According to the official statistics provided to the Senate committee, 14 percent of those enrolled in grade-I drop out in the first year, 3.7 percent between class II and III, 5 percent between class III and IV and another 8.5 percent between class IV and V.

Among these dropouts, 40.2 percent are male and 19.2 percent female students. In 2005, there were 53,481 schools in the country without boundary walls, 46,766 without drinking water facility, 81,633 without electricity and 57,216 without latrines. Around 9,776 schools do not have any building. Of these, 3,433 are in Punjab, 4,001 in Sindh, 1,214 in NWFP, 586 in Balochsitan, 292 in Federally Administered Tribal Areas (FATA), 36 in Federally Administered Northern Areas (FANA) and 215 in Azad Kashmir (AJK).

There are a total of 227,791 educational institutions in the country, 76,047 of them in the private sector. Of these, 14,123 are mosque schools, 122,349 primary schools, 38,449 middle schools, 25,090 secondary schools, 1,882 inter and degree colleges, 49 universities, 1,324 technical and professional institutions, 3,059 vocational and polytechnic institutions, 4,831 NFBE and 12,153 seminaries. There are only 354 seminaries in the public sector. Of the 281 British System institutions, only 11 are in the public sector.

NWFP, FATA and FANA are facing serious shortage of female teachers. Balochistan has 50,893 teachers - 68 percent of them male and 32 percent female. NWFP has 198,893 teachers - 128,703 of them male and 70,190 of them female. FATA has 16,584 male teachers and 5,495 female teachers. FANA has 9,363 male teachers and 5,833 female teachers.

Punjab is the only province in the country where the number of female teachers is higher than male teachers. It has 295,438 male teachers and 421,330 female teachers. Sindh has 145,673 male teachers and 145,076 female teachers. AJK has 54 percent male teachers and 46 percent female teachers.

Of the total students (33,379,578) currently studying in the educational institutions of the country, 18,981,213 (57 percent) are male and 14,398,365 (43 percent) are female. The worst gender disparity in the enrolment is in FATA, which has 605,437 students - 75 percent of them male and 27 percent female. In NWFP, 64 percent of the total 5,206,932 students are male. In Balochistan, the boys and girls enrolment ratio is also 64:36. In FANA, it is 54 percent boys and 46 percent girls.
