Hey, guys. I'm trying to add unicode support to the RMCS. I figure
at best it'll allow international users to write comics and at worst
it'll let you insert all kinds of stupid characters.

I don't quite understand multibyte character encoding, especially as
it's handled in PHP. Can someone take a look at this question here to
see if you know how to answer it?
