On the 28th of May the Scottish Cabinet Secretary for Finance introduced the
Public Services Reform Bill to parliament. The Bill and its accompanying Notes
and Memorandum can be downloaded from the link below.
As expected the bill is wide ranging and proposes reform in many areas of public
spending. Part 3 forms the Scottish Government's second proposal for the
dissolution of the Scottish Art Council's Royal charter and its merger with
Scottish Screen to form a new culture, arts and creative industry agency,
Creative Scotland.
Over three hundred pages have been published. We direct SAU members' attention
to:
Pages 20-22 of the Bill
Pages 9-12 & 76-85 of the Notes
Pages 25-34 of the Memorandum
The SAU will respond formally to the PSR Bill in due course but we will have an
early opportunity to question the Minister for Culture, External Affairs & the
Constitution when we and other trade unions and the Cultural Alliance meet with
him in June.
