They're easy enough to do really but this link might help you out as

If you know someone who works on the Railways, they can sometimes
purchase old Sleepers for next to nothing for you. The only thing is
that you have to pick them up.
To dress them up a bit you could always plant flowers in the joints
and put your Veg inside the beds, that way you have the best of both
worlds. Try talking to someone on a local village Railway station if
they have this method of decoration on the platforms. Most Rural
Stations have competitions for the staff dressing up the stations.
You might get some good tips re: drainage etc..
You will of course need two people to lift them (if you can)! The
wooden ones are becoming more hard to find these days as most of them
are now made of concrete and they are being snapped up by Railway
Preservation Societies to give the authentic look and sound to the
tracks...
Otherwise you are going to have to buy new ones from a Gardening
Centre and they are expensive! DO NOT buy from a Landscaper though as
he will only add a fair bit on for himself!
There are mountains of them on e-bay starting from around £10 each!
