Got it working, yippee.
Output of 5v reg quite low 4.2v
I turned up VR1 full up. Output of variable voltage reg is now 12.7v
Some voltage drop across R21 & R29
Output of 5v reg now 4.95v
Windows XP recognised it straight away.
