water in fuel?

Hi

My 96 XRDT has been having problems starting for a while now. First thing in
the morning, it splutters for a while before starting properly. When it's
spluttering, it sounds like it's running on only 2 or 3 cylinders. It's fine
once it warms up.

I've changed the glow plugs and fuel filter recently and had an electrical
diagnostic test at a garage, no problems were found. The guy said it might
be water in the fuel. My question is, where in the fuel system is the water
likely to build up, and how would I go about getting rid of it?
