It may depend on where you're at, you may be lucky.
In my area, I found that the past 2 summers, 1 ring (and buffed nails)
got me positive attention, and even outright verbal compliments. And
virtually nothing negative at all. And just in general, a lot of
attention.
Near the end of last summer, I went to 2 rings (one on each foot). The
positive attention dropped, noticably. After enough of this, as well as
the occasional verbal compliment trailing off in voice tone as I showed
off the other ring to them in mid sentence, I explained these
experiences to a female friend and asked her about it and found out
that 2 was "too much", even though 1 was cool. This was corroborated
later on by another one (just a few weeks ago).

I have a thing about symmetry - a-symmetry bugs me. So I'd rather wear
2, but I'd *really* rather not put women off, since I'm a single guy.
So I'm back to 1. But, 1 is still cool anyway. :)
So anyway, to answer your question more directly, if your area is
anything like mine, they are looking more out of surprise/shock than
anything else and not really into it - unless it's just one ring.
One way to gauge would be to look for expressions. If they think you
aren't looking, they will often give themselves away by their
expression. Blank could be either, but is probably neutral, and
positive or negative should be fairly easy to discern.
Watch them after they check you out too, if you can do it without them
seeing you. You might glean more info from how they react with their
friends after they think you are no longer watching them.
I with ya on the turn on part. Well, maybe not quite *that* far (lol),
but I do get a kick out of them checking me out. Especially when it's
accompanied by an expression of approval. 8) (and it's funny as heck
when it's clearly a case of "what the hell?" lol)
I've experimented with some color too. I think chrome, translucent
irridescent blue, and silver metallic flake look good, especially with
my penchant for black clothes and slight "metal" style (and silver
ring). But that's just over the top unfortunately.
I just gotta find a chick who's strange enough to get a kick out of the
idea, or who just doesn't care so that I can go that next step with
impunity. lol
