The only commercially available release of Fat Tulip I've found is on video

Tales From Fat Tulip's Garden
Central Video (Distributed by Pickwick Video) 1988
CTV 1013

It contains 4 stories

1) Tales of 2 Frogs
2) Meet a Dog Called Dorain
3) Swimming In Custard
4) Rip Up The Roses.

It's long been deleted, but I've just brought a copy at a car boot sale last
Saturday for 10p!

Bruce
