I promised a copy of the new Waypoint downtime rules to everyone who may be
interested so here they are. These are already in the new version of the
rules that I am currently writing and should be released before the event in
feb.

I need downtime returns before the 18th of December. This is especially
important now that I have more permanent work and therefore am less likely
to have time to write downtimes after the new year. The quicker you get them
to me the better. Note, I also want downtimes from NPCs now....
