I based an L_J posting on the planets database entries for Mars and
Phobos, and this has obviously resulted in some comments/changes etc.
The original entries formed an excellent basis for this summary (and
saved tons of reading time), but you might want to revise them in
light of the changes.

Mars was devastated by the Fendahl c.12m BC, wiping out the
indigenous population (Ice Warrior archaeologists later called this
event The Great Death).
It was colonised by the Ice Warriors, whose colony ship remained in
orbit and was later classified as a moon: Phobos.
c.7000BC the Osirans visited Mars, enslaving the Ice Warriors and
forcing them to build the Pyramid of Sutekh and the Martian Sphinx.
They left a WarScarab behind, commiting mass suicide shortly
afterwards.
A number of Mars missions were launched from Earth in the 1970s,
culminating in the first manned mission by the UK Government's Space
Security Department. Mars Probe 7 was intercepted by an alien race
whose `ambassadors' were mistaken for native Martians.
In the wake of this incident, only NASA probes continued to visit
Mars, returning samples of alien DNA that allowed the creation of a
martian/human hybrid.
In 1997 a manned British mission returned to Mars, inadvertently
violating the tomb of a great Martian Hero. An Ice Warrior invasion
was launched in retaliation. Rather than delaying Earth-Mars
missions, this triggered a space race between the British Rocket
Group and NASA.
The BRG launched Guenevere One on 31st October 2006, but the success
of its mission was overshadowed by the Sycorax Invasion.
A NASA mission landed on Earth in the early C21st, and mankind's
first full contact with the Ice Warriors took place.
Following the events in Seeds of Death, the Ice Warriors initiated
the 1000 day war by dropping an asteroid (later known as Paris Rock)
on the city of Paris. Earth's military response was swift,
precipitating a Martian Exodus. The Ice Warriors travelled 37 light
years to find a new homeworld – Nova Martia (New Mars).
Originally cold and barren with a thin, poisonous atmosphere, the
planting of 450,000 trees in the Memorial Forest (to honour those who
died in the war) initiated the Martian Terraforming Project. This was
the first of four attempts to terraform Mars.
Jacksonville (later Jackson City), the capitol of Mars, was built
over the side of Olympus Mons (although 27km high, it is nearly 500km
wide, so is quite flat).
The Olympus Mons West, STS Central - Olympus Mons, the Martian Plains
and Arcturus Transit Terminals (the latter set into bedrock beneath
the permafrost of the Martian Pole) were built in the wake of the
war. Achebe Gorge, named after a former President of the Union of
Solar Republics (whose face is carved on its walls in bas-relief) is
also constructed.
The first major attempt to colonise Mars took place prior to the
Dalek Invasion of 2157. During that time the daleks came looking for
the GodEngine, staying on Mars until the blockade of Earth was broken
in 2167. Many humans and Ice Warriors died resisting their
occupation, fighting back with a genetically engineered virus that
attacked their cabling.
Mars was not successfully terraformed until after the Clean Earth Act
of 2350. At this point Mars was designated as a landfill site for
waste products too dangerous to remain on Earth. The management
contract was taken by the Ares Corporation, and shortly afterwards
Utopia Planitia suffered from fluorocarbon leakage which produced the
greenhouse effect needed to unlock hydrogen, oxygen and carbon from
the permafrost.
Within 10 years the Canals of Mars became a reality.
During the C24th the discovery of Osiran and other ruins led to an
Empire Trust preservation order being placed on Mars. This prevented
it from being overrun by Earth's own population explosion, but also
led to Ares Corportaion being subjected to a hostile takeover by
Intra Venus. Inc.
In the C25th, a dormant Ice Warrior Nest was awakened on Phobos. This
event became the basis for an annual Resurrection Day Festival on
Mars, but was also the trigger for a minor conflict between Phobos
and Intra Venus.
By the C26th a number of eco-friendly solutions were being
implemented (One involved the introduction of the Equoth – genetic
hybrids made from shire horse and giant sloth DNA – to tow houseboats
along the Canals of Mars).
By the C27th the HKI Corporation, based in Phobos' capital city, New
Xanadu, had turned the Martian moon into an industrial hub for the
manufacture of transmat technologies.
Before the C32nd another dormant Ice Warrior nest was found and
awakened at Arsia Mons.
Nova Martia was not the Ice Warrior's only choice for creating a New
Mars. Rogue elements visiting Earth in 1963 considered creating a new
Ice Age on Earth, while the pleasure planet A-Lux was also scouted as
a possibility (this may have been much later in the Ice Warriors'
history, suggesting that Nova Martia is also evacuated at some point
during the history of the Galactic Federation.
