'Irish unity, independence and the Republic outlined in 1916 Proclamation' remain IRA goals

The following is the text of a New Year's message supplied to An Phoblacht this week by the leadership of Óglaigh na hÉireann.

THE LEADERSHIP of Óglaigh na hÉireann sends New Year greetings to friends and supporters at home and abroad. We send best wishes to republican prisoners and their families and we commend those working on their behalf.

We are fully committed to our republican objectives. Our goals remain Irish unity and independence and the Republic outlined in the Proclamation of 1916. We commend our comrades in Sinn Féin and all those working for those goals.

We salute the commitment and discipline of IRA Volunteers. They have continued to adhere, in the spirit and in the letter, to the instructions outlined by the leadership in 2005.

A tiny number of former republicans are engaged in criminal activity. We repudiate such activity and we denounce those who have chosen that path.

The developments of 2007 have begun to transform the political landscape.

Irish republicans did not shy away from difficult decisions and challenges. The will of the people has been to see progress in the political process.

There is an onus on all those in political leadership to ensure that the momentum created by the developments of the past 12 months does not wane."

Hypocrisy and denial over Britain's war in Ireland

A SUGGESTION that the British state may be asked to formally say that it fought a war in the North of Ireland has sparked outrage from unionist politicians. The option is said to be one being considered by the British Government-appointed 'Consultative Group on the Past'.

For three decades, successive British governments and the crown forces attempted to portray the conflict in the Six Counties as a 'criminal conspiracy'.

The Six-County Junior Minister in the Office of First and Deputy First Minister, Ian Paisley Jnr of the DUP, said:

"Law and order would be turned on its head -- it would be sickening and that's why it should be rejected".

Meanwhile, Sinn Féin's Gerry Kelly, a junior minister in the same office as Paisley Jnr, said that it is ironic that unionist politicians, who for so many years had demanded that 'republicans should say the war is over', were now denying that a war had ever taken place!

While Ulster Unionist Party leader Reg Empey said,

"The reality is that the IRA were and are insurgents, who were resisted by the legitimate forces of the United Kingdom," Sinn Féin's Mitchel McLaughlin said the Consultative Group could "by no means be regarded as a neutral observer" as it was set up by the British Government.

Conflict of interests

The controversy over the status of the conflict in the Six Counties followed the first of a series of public meetings by the Consultative Group which was set up by former Six-County Direct Ruler Peter Hain to examine ways of dealing with the past.

Sinn Féin has said that there is a conflict of interests in the British Government as a protagonist in the conflict and its role in this process. The party has serious reservations about the group set up to examine ways of dealing with the past as it was appointed by the British Government and will report back to the British Government, which will have the final say on any recommendations. Sinn Féin says that, given that the British state was a protagonist in the conflict and not an innocent onlooker, this represents a clear conflict of interests.

Despite these concerns, Sinn Féin has met with Consultative Group members Robin Eames and Denis Bradley to outline its views and has encouraged others to do likewise.

Sinn Féin believes that the issue of truth recovery, victims and the need for a healing process are crucial matters which need to be resolved and party spokespersons have stressed a commitment to the development of a process which can deliver closure for the families of those killed during the conflict. Sinn Féin says that any such process must be victim-centred, should deal comprehensively with the issue, and ensure that there is no 'hierarchy of victims'.

British fought war

Following the first public meeting of the Consultative Group this week, and the subsequent controversy over the suggestion that the British state admits that it fought a war in the North, Sinn Féin Mid-Ulster MLA Francie Molloy said that the war is over and he encouraged people to focus on winning the peace including addressing key issues such as victims and survivors and how the past is to be dealt with.

"Few will deny the reality that we lived through terrible times in which the lives of many thousands of people were lost," he said. "This hurt and suffering will not be addressed by denying the reality of our history.

"There is no dispute that the British Government fought a war. It was a key protagonist in the war and should rightly acknowledge its role.

"It is hypocritical of unionists, who have been fixated on the words 'the war is over', to now try and claim that we have lived through anything other than a war.

"The war is over. Now our focus should be on winning the peace, including addressing key issues such as victims and survivors and how we deal with the past."

Ahern may be heading for last big gig

JULIUS CEASAR was told to "beware the Ides of March" and he was duly assassinated in that month. As tribunal troubles mount up for Bertie Ahern his political demise may well be approaching and if he cannot disentangle himself then his own parliamentary party may decide to desert him once he has addressed the US Congress in Washington in March.

In an interview published on Christmas Eve Bertie Ahern said that he intended to remain as Taoiseach until at least the end of 2009, leading Fianna Fáil into the EU Parliament and local elections in that year. He repeated his intention to consider his future when he reaches 60, the suggestion being that he will not lead Fianna Fáil into the next General Election if the Dáil lasts its full term to 2012.

The interview was part of a public relations drive to restore Ahern's image after bruising encounters at the Mahon Tribunal. The Taoiseach's effort was assisted by RTÉ with Ahern being treated like a pop celebrity on Joe Duffy's Christmas Eve radio show and on a Late Late Show special on the boy band Westlife where Ahern shamelessly exploited his family connection with the group. His claim to have been "there from the start" with the group and to be a regular concert-goer may have been ill-judged as viewers contemplated the grey-haired Drumcondra head ensconced among screaming teenage girls.

Clearly the maximum effort was being made to exploit every possible PR opportunity over which Ahern could have control. He has no such control at the Tribunal and in the Dáil he will face mounting questions about the apparent inconsistencies in his explanations of his personal finances and those of his party in Dublin Central.

Misleading the Dáil

The most serious issue to emerge since the Dáil went into recess is correspondence between Ahern and the Revenue Commissioners on his tax compliance. This was always going to be the minefield for Ahern at the tribunal. Few people really care about his 'unorthodox' ways of funding his house and few are surprised at the 'loans' from wealthy business people. Such is the cynicism about establishment politics in the 26 Counties. But what really will damage Ahern conclusively is if it emerges that he misled the Dáil when he claimed last year that he was fully tax compliant. The correspondence revealed last weekend would seem to show that he did indeed mislead the Dáil and the public.

Ahern must now return to the Tribunal and to the Dáil with this issue hanging over his head. Even if it remains unresolved and if there is no political 'high noon' scenario, the continuing corrosive effect on Ahern's public image and political standing is serious. The most telling question will be whether he can credibly claim to be able to continue the demanding role of Taoiseach while trying to disentangle himself from the mess. And the most important people posing that question will be the members of his own Fianna Fáil parliamentary party.

If the saga of Ahern's finances rolls on through 2008, Fianna Fáil TDs, Senators and councillors will start to get cold feet. They see the local and EU Parliament elections on the horizon in the middle of 2009 and would not want a lame duck Taoiseach leading them into the contests. As always those elections will be preludes to the next General Election when TDs' careers will be on the line. It is never wise to write off such a shrewd political operator, but if things continue as they going now for Ahern his address to the US Congress in Washington may well be his last major State occasion as Taoiseach. His next 'big gig' after that might just be a Westlife concert.

Six years ago tomorrow, the first prisoners arrived at the prison at Guantánamo Bay. Since then, we’ve seen revelations of horrible abuses, the Military Commissions Act signed into law and people stripped of their most fundamental rights. Most recently, we learned that the CIA destroyed tapes of “harsh interrogation techniques” -- what you and I would call torture.

It is time to reclaim our nation’s place as a standard bearer for justice and human rights.

You can start by taking two immediate actions:

Demand your members of Congress pressure Attorney General Mukasey to appoint a special counsel -- someone independent who can expose the full truth behind the destruction of the CIA tapes.

Remember to wear orange tomorrow, January 11, to demand an immediate end to the injustice at Guantánamo Bay.

Last week, Attorney General Michael Mukasey opened a narrow investigation into the CIA's destruction of videotapes depicting the "harsh" interrogation of detainees in its custody. But half-steps don't get at hard truths.

Like most Bush administration actions, this limited investigation will only prevent vital questions from being asked -- it will not get key answers that America needs. Michael Mukasey has decided to keep control of his prosecutor, and only allow a narrow probe into the destruction of evidence, not the illegal activities by our government that reportedly were filmed on the CIA’s torture tapes in the first place. Because the Attorney General won't investigate the shameful conduct that is at the heart of the matter on his own, Congress needs to turn up the heat.

Tell your members of Congress: Mukasey must appoint a special counsel -- someone with real independence and transparency.

It's a sign of progress that the Attorney General felt enough pressure that he was forced to take some action. But, hopes for a fair and thorough investigation have been thwarted by Mukasey’s insistence that the investigation remain within the control of the Bush administration.

The administration cannot investigate itself! The prosecutor he appointed reports directly to the Deputy Attorney General.  The current nominee for Deputy Attorney General refuses to say that waterboarding is illegal.  The Deputy Attorney General reports to Mukasey, who also refuses to say that waterboarding is illegal. And, Mukasey can stop the prosecutor from filing charges.

Not only that, but by limiting the investigation only to the destruction of the tapes, Mukasey can stop the prosecutor from addressing other questions that must be asked, including whether what was being videotaped was a crime or whether failing to disclose the existence of the tapes to the 9/11 commission or the courts violated the law.

Tell your members of Congress: Mukasey must appoint a special counsel.

With our nation’s reputation and the rule of law at stake, we need a complete and independent investigation not only of who destroyed CIA tapes of interrogations, but also of who authorized, ordered and carried out any criminal acts of torture and abuse.

That’s why the ACLU has called on Mukasey to appoint a special counsel -- one with real independence and transparency. Mukasey hasn’t listened yet. But if enough people write their members of Congress, he will be forced to pay attention. And if enough of our senators and representatives keep the pressure on, Mukasey will be forced to act.

My name is Shaimaa, I am 23 years old, and I am a lucky girl. Six months ago, my family fled Iraq and, with the help of the International Rescue Committee, I arrived in the United States. Today, I am resettled in my new home in New York. I am comfortable and feel so safe. It is difficult, but it is good.

As a teenager living in the war zone of Baghdad, I had to hide and watch my every step. I could not work or finish university. It was so dangerous, I was barely able to leave my home. Things were so bad, I knew I had to leave... and to leave everything behind. Fortunately, the IRC was there to help me make the journey.

I've been told that until Monday night some friends of the IRC will match your gift, one dollar for every dollar you give, up to $1.2 million.

Help sustain and expand the IRC's critical work around the globe. Your tax-deductible gift received online by December 31, 2007 will be doubled.

The IRC really made me feel at home. The staff and the volunteers supported me in so many ways: helping me as I worked hard to find an apartment, search for a job, and find English classes so I could begin to complete my studies.

There is much I love about my country, and there are so many things I miss -- especially my relatives and my friends. I wish they could see everything I see now, the big buildings and beautiful parks that I remember from the American movies we used to watch in Iraq. And I wish they could have been with me the first time I was on the subway -- I rode it until I got very lost!

It is said that you have to get lost to learn the way, and that when you lose things you learn their real meaning. My experience has taught me that freedom and peace are the most important things in life. Many wish for freedom and peace but they are not within the reach of thousands of other children, women, and men from around the world caught in war zones with no home, no job, no school, no safety. These people desperately need our help. I am no different from them, except I am a lucky girl.

Congo: Stopping Disease Fast in its Tracks

responseThe Ebola virus strikes fast and often kills within days. So it was within days that IRC teams were on the ground in southern Congo to stop the outbreak this fall. In rapid response, they traveled through villages, pushing convoys over flooded roads and clearing tangled trees with their machetes. They distributed critical supplies while training local health staff and giving villagers tools to stop the virus. Again, within days, all the areas affected by the outbreak had been covered.

Iraq: New Classrooms for Uprooted Students

classroom contructionThousands of Iraqi refugee families fleeing violence in surrounding areas found themselves in a town called Halwest, where the local school welcomed displaced children. The influx meant kids had to take turns attending class, so the IRC is building new classrooms. Just weeks after restarting operations in Iraq, IRC’s construction project is progressing quickly and will be completed by the time students return from their winter break in February.

Deep inside the Kalma refugee camp in south Darfur, I've heard the sounds of children learning and playing, and the echoes of women laughing and socializing.

This is not what you would expect to hear in a place where thousands of Darfur's refugees have been living in cramped conditions for years, anxiously awaiting the opportunity to return home. But thanks to supporters like you, the International Rescue Committee is providing hope to and empowering vulnerable women and children in Darfur and in 24 other conflict zones around the world.

Today, your generous year-end gift will go twice as far to support not only the IRC's refugee centers for women and children in Darfur, but also our other lifesaving programs reaching millions of families uprooted by violence and oppression all over the globe. In my role as IRC country representative to Sudan, I worked in many of Darfur's refugee camps. I've seen the faces of thousands of people yearning for a return to normalcy and home. The IRC is there in the camps helping to restore hope, build friendships, and begin the healing process in otherwise dire and grim situations.

IRC runs a women's center at Kalma Camp. It is a place of such hope and inspiration. To foster a sense of community and home in the camp, there is a daily coffee serving ceremony. Women gather together to roast and grind coffee beans, and to sing, dance and chat — just like they would in their own villages and homes. In another room at the center, women often sew and make baskets.

Just a few steps away, children are continuing their education — despite being in a camp. The IRC child and youth center provides them a full day of activities, from English classes, to sports practice, to arts and crafts. When I asked mothers what they liked most about the child and youth centers, they often were most grateful that their children were learning good manners. I always found it heartening that their humor could shine through during such difficult times.

Because the IRC has been operating in Sudan for more than 26 years, I can tell you from personal experience that we have unique access to the government, to refugee camps, and to resources, all of which help us provide the best services possible to our beneficiaries. And today, we are one of a few organizations with staff on the ground in Darfur offering direct aid to refugees across the region.

With your support, we can continue to provide more lifesaving services in conflict zones like Darfur, the western region of Sudan, where over 200,000 people have perished and more than two million people have been driven from their homes. Despite heightened security concerns, the IRC is one of the few humanitarian organizations still working on the ground. We provide clean water, medicine, and education programs to nearly 800,000 people, primarily women and children.
